In my proposed build, There is an emphasis on CPU and GPU. You get Fx 6300 and GTX 770 with a good gigabyte board. This does not mean it is best but it is best value that you would get on your bucks. I had wanted to add Fx 8320 but then cost would be higher. Check it out:

if you want overclocking, get z87 mobo but it will increase your budget .btw b85 isnt capable of overclocking mobo.

You've chosen a 4560k CPU which is a factory unlocked CPU hence it can be overclocked. However, your selected mobo does not support overclocking. Rather check this build:

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($234.99 @ Amazon)
Motherboard: MSI Z87M-G43 Micro ATX LGA1150 Motherboard ($107.27 @ Amazon)
Video Card: Asus GeForce GTX 760 2GB DirectCU II Video Card ($256.54 @ Amazon)
Total: $598.80

Thanks and so I will be able to OC the GPU too right? Also what do you recommend for the gtx 760 Asus, Gigabyte, EVGA, or MSI? They have about the same speed so which one is the most quiet and the coolest?

When it comes to Graphics Cards, my recommended brand is EVGA because of their good design, solid build and very good customer support services. Next is Sapphire and then Asus. It is totally upto you to choose which one you would want.

Yes you can overclock the GPU. Make sure your PSU is strong enough to support OCing.
