30 - 60 second lag spikes in games

For the past week or so, i have been experiencing lag spikes in any game i play, and at a very high rate. They would appear every other minute or so and last for around 45 sec. Changing the in-game graphics never worked and even low-end games like warcraft 3 behaves much the same as the higer-end ones like League of Legends. This happens even with single-player and multiplayer. Here are the specs, recorded with Everest.

If anyone knows what could be causing this and how can it be fixed, please answer as this is getting on my nerves really fast.

Der - try everything - old OS, old cpu, not enough ram, poor graphics cards and I bet a crappy power supply and bad internet.

Any graphical load will bring your pc to a halt.

@i7Baby, What you're saying is that the best of solutions is buying a new pc? My only source of income right now is the money i find on the ground by chance.
I was expecting a solution, not criticism to the best i can get...

Its at the end of life. Time replace it.
