Right now, medium-high
When it's optimized easily high-ultra at 1080p.

What do you mean by when its optimized? Wouldn't optimizing it make it more graphics intensive?

The game needs a patch to improve the optimization for PC.

I don't get flawless gameplay with my 780 ti and some people are having problems with Titan black video cards as well.

I suggest you wait for the patch before you play.

I with my GTX 770 run WD at High/Ultra at 1080p currently with average 52 FPS.
No way it's going to run on only Medium/High.
With r9 280x, You should be able to run it even better than I with my GTX 770, Ultra mostly, cause of that 3GB VRAM at 1080p with average 40-50 FPS in-game.

Just checked some Benchmarks on Google, yep easy Ultra with 50 average FPS at 1080p.

Nope, the game isn't taking full advantage of pc hardware, there are patches and bug fixes needed.

Basically the initial release was designed to taking advantage of the PS4 and Xbox One hardware.

The console hardware has 8 gb of unified memory and 8 cores.

The new patch will increase the performance for the pc version.
