VRAM for 1080p

2 gigs max for the next few years, but that may change when the consoles start optimizing there code to take advantage of there full 8 gigs.
but generally for a pc 2 gigs is more than enough for the foreseeable future.
you only need 512mb for a 1080 screen the rest will be used as a frame buffer and storage for textures. so if you have a 1 gig card already you will be able to play on 1080p with no issues.

for 1080p Gaming:

Minimum 1GB VRAM for Low-Medium Settings gaming and Slow GPU's.
Ok'ey 2GB VRAM for High Settings gaming and Moderate-Fast GPU's.
3GB would be recommended for Ultra Settings gaming and Fast GPU's.

Good examples would be BF4 and Watch Dogs.
Mine 770 2gb (1.3 GHZ - in game) would be perfect if I could have that 1gb of VRAM more.
I cannot play on all Ultra, in WD cause lack of VRAM, not lack of horsepower.
Running WD High/Ultra settings at 1080p with average FPS of 53, but If I would try enable rest of the Ultra settings. My frame-rates would start to Tank from 45 average to 15 FPS or less, even if my card got horse-power, if I get out of VRAM it's no use.

which one is best R9 280x 3GB or GTX 770 2GB Or tell any one in this range.......

I would suggest getting r9 290 4GB, it's not so much more than 280x, or 770 4GB version, while it got more horsepower.
Then my 2nd suggestion would be GTX 780 3GB, instead GTX 770 4GB version, which is brainless thing to get, cause 4GB model cost almost same as GTX 780 3GB, which has more horsepower.
About GTX 770 it would be perfect, if it would had 3GB VRAM, but there is now way it would ever utilize 4GB if not for SLI, or high resolution gaming (where it would lack horsepower anyway).

Still what other suggested before me, was also quite reasonable, so well good luck with choice.

Sometimes the 4 GB versions are almost as cheap as a 2 GB one. Still, I personally think it's silly to try and run games that far. much easier to get a 770 4 GB for future SLI or just a 270X and upgrade later. Really it's difficult to predict tech, and it's not at all unreasonable to suggest a 295X or gtx 790. (of course it would be nice to get the 8 GB version of those) after all, he wants to play all games on max@1080p@30hz.
