Computer help broken GPU?

FIRST PROBLEM
Ok so ever since iv used Windows 7 my pc,s internet has been very slow (Not sure why)
However when i have little or no internet connection my games lag like hell and i dont mean connection lag i mean fps drop lag games like minecraft will run at 40 fps but drop down to 20 every 2 seconds.
on windows the mouse lags, in games the mouse lags, when i have internet its fine...

SECOND PROBLEM
Ok so games dont run as well as they should For example Minecraft on lowest settings runs at a average of 40 fps min 20 max 65
on bf4 i get 14 fps on lowest

MY PC SPECS
GPU: AMD HD radeon 7770
CPU: Intel core 2 Quad CpU Q8300
RAM: 4GB
MONITER: 1680x1050 (1050p)

Can anybody out there help? i hope so :(
 
Solution
Update your GPU's driver. Update all of your MOB's drivers.
Update Windows. If you have any OC disable it.
If it has it, update the game. Run a virus check. (You never know)
Use MS Security Essentials.

Make sure your system is running cool. You can use HWMonitor to check your temps.

See if your GPU has problems.

Check the PSU. When one fails it can cause tons of problems.

Run Resource Monitor and see what your workload is...
