Computer doesn't complete restart, but shuts down and boots perfectly fine

When I restart my computer, either by the physical button or through Windows, it seems to turn off all the components of the computer, but seems to hang with just the power LED light on. I am then forced to hold down the power button to get it to turn off. Everything else is working fine, I can shutdown the computer perfectly fine, it is purely on restart only. Also, everything seems to be fine on boot up after the restart.

Took a while, but with a lot of persistence of swapping pieces out and fiddling with the BIOS, turns out the BIOS has a bug in it. Simple upgrade to the BIOS fixed it.
