I got a shock from my gpu after I touched the back part of the GPU after I pulled it out of it's box. Not sure if it was a static shock or if something else. I haven't been able to test the GPU yet since I don't have my new PSU, but I'd like to know if it can damage the card?

It's possible that you have ESD- related damage. When you say back of the card, you mean the plate that covers the expansion slots, or the other end? was it on the board or on the heatsink? These are factors that can help determine the correct answer for your situation.
