Firstly Brand wise, MSI is much more better than Sapphire! Really just go for graphic cards manufactured by Asus, EVGA, MSI and Gigabyte
Now if you wanna by absolutely one of those cards,The 650ti Cyclone Edition is not better than the R7! so if you want to buy either the R7 260x OC or GTX 650ti Cyclone edition, You'd want to go with the R7, however that's a different story with the GTX 650ti Boost edition 2GB which is much much better than the R7!

you can see in the video how GTX 650 boost handles high quality games on high settings and wins over other compared graphic cards!
Now apart from the boost edition, if you want to save some money, go with the 650ti (any 1GB edition. Cyclone is just a name for the 1GB edition of the card from MSI)

but if you want to get the better one get the R7 for few extra bucks but you really wouldn't notice any difference between the two!
Now As I mentioned theres a 2GB version of the 650ti called boost which is much much better than the two
