GTX 780ti requires 42 Amps on the 12v rail & a 600W PSU minimum

Depending on which particular Antec 650W make/model it is.

Update:
Antec True Power classic, yes that's fine, that's a true rated PSU that delivers most of it's wattage as amps on the 12v rail (Seasonic OEM).
