it totally depends on how you plan to use your computer. It is not limited to just overclocking.
if you are running your processor on full-load for any period then it will help.
I run BONIC doing tasks for World Community Grid which stresses the processor and creates heat.
I do not overclock.
I have a I7 4770 (non K version) and have a Cooler master Hyper 212 EV0 and my temps fluctuates second to second from 38c to 54c. Before I added the Hyper 212 EVO, I was getting a pretty steady 77c.
What do you plan to use your computer to do?

For gaming only the stock cooler is fine.
I would get an H1 or H97 motherboard since your not overclocking.
850w is alot of power unless your planning to sli/crossfire a good 550w-650w should be fine.

Use the stock cooler for now if you notice the temp going over 70c while gaming then buy aftermarket cooler.
I don't own a 4790 but my 8350 stock cooler work fine only reason I brought an aftermarket cooler was to overclock it.

Good advice. Your case also has a cut out so that you can more easily hook up the cooler's backplate without having to remove the motherboard. Although, it can still be a bit difficult to put the actual heatsink on when it is in the case. Not so much difficult, but more to see if it is on properly.

When it comes comes to cooling I get the best cooler I can get. We all will stress that cpu. It is just a matter of when with very few exceptions. Previous posts have brought tis out. When it comes to cooling my cpu I try to get the best cooler I can get even if it costs more, It may be called overkill, But when it comes to cooling a computer and its parts better to have overkill for safety 's sake.
P.S. Your case comes with all the necessary Fans, There are 3 230mm Fans and 1 140mm rear exhaust.. If you want to add a Noctua fan, which by the way are excellent, you could hange the 140mm. I would get one with as high cfm as possible.

It very well could reach 70c under full or near full-load. If you have the $30 or so now, I would buy it as it won't hurt a thing to have it and not really need it. Either way, it will still keep your system running cooler than the stock heatsink, which is good.

The stock cooler were made and tested to work with the cpu so it should be fine if not overclock. Plus if the 4790 temp does get too high it will shut itself down to avoid permanent damage.

When I use my stock cooler for extended periods of gaming it never allow my cpu to reach 55c. Even in prime95 never reach 56c and prime95 is overkill for a cpu. Plus if the cpu temp ever get too high it would shut itself down to avoid permanent damage. If the op want to save some money just stick with the stock cpu cooler unless it necessary to go aftermarket cooler. Again just monitor the temp while gaming and if it reach over 70c buy aftermarket until then stock is okay. I recommend HWMonitor to monitor cpu temp.
