Every game looks like a slideshow

I built this computer in January 2013. I have never had a problem running any game. I could run games like Skyrim, Far Cry 3, and Saints Row IV on Ultra settings, or whatever the highest tier is. I haven't played these games in a while, so I can not say when this started happening, but the other day I went to play Far Cry and even the mouse lags. I am getting around 2 fps even on the lowest settings. I didn't know why this was happening, so I started testing my other games and this is happening to every game I own.

To save everyone the trouble of suggesting these things, I'll say what I've already done. I have reseated the RAM and the video card. I have installed new fans just in case something was overheating. I have uninstalled and reinstalled games. I have gone to a backup of my Windows. I ran Avast and CCleaner. I updated drivers.

I am out of ideas. If anyone could help, that would be awesome!

Intel(R) HD Graphics
8 GB RAM
Intel(R) Pentium(R) CPU G850 @ 2.90 GHz

 
Solution
Your PC may have started using the integrated chipset instead of your GPU. Make sure your HD 78xx card is enabled in the device manager, and disable Intel HD Graphics in your device manager.

Everything words fine except for games. I get no lag when watching videos or doing any other task on my PC. I don't think its a bad component, but it might be. What would it be if it is?
