You are going to want a lot more ram then what you have.
That is all I know about running a minecraft server though in terms of hardware

Why build a computer when you can pick up an old computer for next to nothing.

So you already have a complete build and have it running?

I would use Linux and with spigot instead of craftbukkit. I personally recommend using ArchLinux since it only takes up 64Mb of RAM and particularly no hard drive space but that is if you don't install the graphics user interface which you don't need since it will be a server.

Win7 32bit uses 1gb of ram while Win7 64bit uses 2gb of ram. ArchLinux 64bit uses .064gb of Ram. You wont want to use a 32 bit operating system since you can't allocate anything more than 2Gb to a single thread as 64Bit will allow you to allocate the whole 4Gb of ram to a single thread.

Minecraft is rather ram heavy, especially for the server.

IF you could get 8 or more GBs of ram you'd be better off.

I agree, but he said he isn't gonna make it a public server and will just be for his friends.

Yeah, if you could get 8Gb of ram, that might be better.
