Very Loud PSU!

My PSU is the loudest thing in my system and is annoying as hell. I know that it is not a CPU/GPU/Case fan, because I stopped them all with the help of my friend for about 5 seconds, and it was still loud as heck. It is louder than all the other fans in my case, combined! It randomly gets louder and gets back to normal (still pretty loud) even if I'm not doing anything on my computer, and sounds like a fighter jet plane while I play games. I'll leave info below, but is this normal? Are all PSUs like this (loud as hell)? Should I worry about it? If my PSU is faulty, is there a way to fix it? If not, what PSU should I consider replacing this thing with?

- AMD FX 6300 overclocked to 4.3GHz @ 1.416v (CPU-Z) (stability tested, passed).
- SAPPHIRE HD 7870 GHz Edition OC, further overclocked to 1225/1250 (core, mem) (doesn't crash while gaming/bench marking)
- GIGABYTE 97A-DS3P
- ULTRA LSP 650W+

Your power supply is a tier 5, wayyyyy at the bottom of the list, it's pretty bad. Try to get a new one ASAP :)

Oh God...haha. Is the PSU you recommended tier 1 or is it tier 2? Is 550W enough for my components + the overclocking? Can you please find one that is semi/fully modular as I hate the wires that are permanently attached on the PSU I have. Also, just out of curiosity, what makes a PSU good (tier 1) or bad (tier 5)?

For the rest of the system (I'm looking at you motherboard...), is it fine for gaming/overclocking?

The one I linked is a tier 2

There are descriptions on that list I linked that say the qualities of each tier. Basically your tier 5 Ultra 650w is probably on the inside, a 350w made of dental floss wiring :p  (even with a bomb at the end of it!)

Mostly brand reliability and good parts make a tier 1. Seasonic/XFX/Antec are all pretty solid over all. Some of their cheaper brands are so-so but still better than any tier 5 :) 

One thing though, I can't really get you good quality that you need to overclock and modular at the same time with paying out a bit $. The companies are smart that way :p  , the recommendable semi/modular 500w are like 60-70. And for that price, you'd may aswell just get a f**king good 750w and be able to have a PSU that can do 2 graphics cards. (750w is the minimum for duals)

These 2 are $100 and they have 7-10 year warranty, so never worrying about a new PSU for a long time :)

This is an amazing cheaper one that will let you crossfire later if you want. But it has 8+2VRM and they are all have heatsinks so you can overclock safely.

I heard that for overclocking, an AMD 970 chip set ain't gonna cut it, and that the AMD 990FX chipset is the best one can get for overclocking on a AM3+ chipset, period. How's this motherboard? 8+2, looks cool, best chip set, best bang for your buck 990FX chipset?

It's up to you, if you have the extra $20-30 go for it, but that ud3p board is a sweet spot. People don't recommend 970 chipsets in general because if you look at that AM3+ list, MOST do suck badly, this one however is the exception. :) 

If you want that board, it will only be better for you. It's like a 2.0 of the board I chose haha
But I will say after reviewing the 990fx boards now, they sure did jack up the prices recently lol. Saw your board and others like it going for $20 less three weeks ago :S
