Looking for help in regard to framerates and possibly upgrading my Gaming PC?

It's been about a year since I built my first PC and I have loved every second of it. Easily the best decision I have made in regards to gaming.

However certain games and the newest games don't always run at 60 FPS. I understand some games being capped at 30fps (Dark Souls/Viking). But when I was playing Wolfenstein: The New Order, Watch Dogs and Assassin's Creed 4 single player, I get constantly fluctuating fps between 30 and 45. I understand that they patched or are going to patch Watch Dogs cause of the framerate problems.

Is framerate tied to just my CPU, just my GPU, or both at the same time?

I'm wondering if my current CPU is bottle-necking my graphics card and do I need to upgrade. Also I would enjoy some help deciding on a new CPU/motherboard if its needed. My budget is between $500 and $600.

you could consider getting the K-series processor and overclocking it; your GPU is more than sufficient for those games at the moment. Changing your motherboard often causes a lot of problems with software, especially Windows, which thinks that you've just placed your hard drive in a new computer and will often shut you out.

Well, actually, on second look, your current motherboard doesn't allow you to overclock either. I would strongly consider getting a new motherboard and processor; look for a reasonably priced Z97 and an i7-4770K.
