So I built this computer in December and I've held off on getting a GPU until about now. I was wondering, what would be the highest preforming GPU I could go with before my Phenom II x6 1100t bottlenecks it?

I have a 1090t with a HD7950 (now the R9 280) and have never seen a bottleneck before or after I overclocked it.

That would depend on the game, some are so GPU intensive there may be no bottleneck.
But with a new generation of GPU's coming(~6 months?), you wouldn't want to invest too much in current GPU(28nm dates to late 2011). As "Maxwell" GPU's are very likely to deliver double the graphical processing power, per watt. Making today's GPU's undesirable in the near future.

Well...seeing as I could go that high (Higher than I expected) what would be the best card for the money around 250$ right now?

There are a few Radeon R9 280X's online for that price right now. It will run any modern game at max settings in 1080p. My card isn't as fast and does the same.
