CPU fan louder after GPU Upgrade

I recently helped a friend upgrade his Dell Inspiron 620 with a new case, GPU, and PSU, but for some reason after putting everything into his new case, the CPU fan has temporary instances of being absurdly loud, and when gaming, the CPU fan stays this loud basically all throughout the gaming session. I checked the temps, and they never exceed 45 or 46 degrees under load (according to the max temps after a few missions in Watch Dogs). So why is this happening? According to my friend, this fan has never been this loud before.

Might have problems in PSU not enough wattage.

That seems pretty unlikely. If the PSU had insufficient wattage, why would the CPU fan work harder and draw more power because of it? Besides, it's a 600 W PSU from Corsair, and the build used far under 600 W.

Perhaps in messing inside the case you dislodged the heatsink/fan on the CPU. Open it back up, take the fan/heatsink off the CPU, clean it, apply new thermal paste and reseat it.

Doubtful. We never touched the heatsink, and like I said the temps were perfectly fine. Anyway, we just bought him an aftermarket cooler and that fixed the problem, albeit at another $37.
