Not scaling to 1080p

Hello I just built a new pc and it is running fine the only thing is that my tv can run at 1920x1080 but the recommended settings are 1366x768 when I go to screen resolution. I am using amd r9 280 3gb gaming gpu and amd fx-8320 cpu. I updated my drivers for my gpu but it still is the same. I can change the res to 1920x1080 but then it looks kinda blurry and there are little black bars on all sides....I am not in centered because I checked amd catalyst :(  Please I need help anyone this is my first computer build.

Hi,
You need to use the settings in the Catalyst Control Panel for HDTV, not regular desktop settings.

For example,
1) CCP-> HDTV section-> 1080p_NTSC_60Hz

2) Adjust overscan

(I assume you are using a normal HDMI input and HDMI cable. You may also need to change your Audio Device to use the HDMI audio.)
