Large amount of Ram Usage

for some odd reason, my computer has started using 3 gb's of ram by default, it use to use less than 1.5 but for some reason its using between 2.44 and 3. I was told by a few network engineer friends that a fresh install of windows might fix the problem, did that and it didnt fix jack. did a memtest/check and it all came up clean.

but when i go into Task Manager>Performance>Resource Monitor>Memory, it shows "svchost.exe" causing the high ram usage.

svchost.exe (LocalSystemNetworkrestricted) using (820-900 MB), im pretty sure this isnt normal considering the computer behind me on the same operating system only uses an 1/8 (100 MB) of that much.

Computer Specs:
Processor: i5 3570K
Ram: Kingston DDR3 16GB
VID Card: GTX 670
OS: windows 7 ultimate

its common that svchost takes much memory but not more than say around 200mb.... you should try all general cleaning stuff like below
1)disk clean up
2)disk defragmentation
3)sufficient ram (4+gb)
4)good antivirus
5)registry cleaner
6)uninstall unused programs
7)keep atleast 15gb free space in C drive
8)empty recycle bin
9)maximum performance- power plans
10)minimize start up and processes
11)keep all drivers up to date
