i bought a new pc with only dos . I have already put the windows 7 iso file on my usb using th windows tool . now how do I intall it on my pc with only dos.

Stick the USB in, use the bios boot option to boot from USB.

Once W7 gets to hdd selection screen, delete any partitions present and then just choose all the unallocated space for W7 to use.

You cannot work with ISO placed on a USB drive, you need it to be prepared in speacial way.
