first of all I am a complete noob at overclocking. I've seen a few tutorial vids, but I still have a few questions:

(note that I have CM Hyper 212X but temps in my room are nasty (around 34-36 celsius or 93-97 fahrenheit) so I'm really not going to try anything over 4Ghz)

1 - will I be able to OC to 3.8Ghz with default voltage and my current PSU (seasonic s12ii 620w)?

2 - how much of a performance increase will 3.8Ghz from stock 3.5Ghz? Is it even worth the effort? (even a 10-15% performance increase is good enough for me)

3 - would you recommend OC-ing to 4Ghz instead? (again, please take into consideration my boiling hot room temps)

3a - if you do recommend going 4Ghz, is it still doable without touching the voltage and psu?

yes, I will still do the whole trial-and-error stress testing but I wanted to hear what other people think before actually doing it.

like I said (if you had just taken up the time to read my post) I've seen a few tutorials. including this. I don't need another, I need an expert or someone who has been OCing for a while now to answer a few questions of mine. But still I thank you for your time

I have the same processor as you, And my ambient temperatures are the same, thank you California Central Valley. That being said I did not feel very comfortable overclocking until my heatsink comes in the mail but I did find setting it to a static 3.8 and setting the volts to 1.3 gave me much smoother gameplay. What it did for me was raised my lowest fps, by a good bit. So in my opinion overclocking it to a 4.0 would just make your overall experience smoother and faster and your game play much smoother. I did turn off turbo as i found it makes my gameplay stutter a bit. aka front sid aka front side bus rather than using th rather than using the multiplier.
