That cooler have very good performance.
But heat-sink performance doesn't only depend on itself.
Cause all heat-sink can do is spread the heat over it's surface, to get good temps you have to have good air-flow in your case.
I personally have the same heat-sink Hyper 212 Evo, very happy with it.
Mine 4770k is running at 30-35 degrees C across all cores when idle (ambient...

Why get a z97 motherboard when your chip is a z87, just stick with the z87 motherboard. The hyper 212 evo is a great cooler if you are in a budget. I suggest getting a liquid cooler to ensure that things do not go too hot. I suggest the corsair h80i or h100i.

Evo 212 is a great cooler, regularly recommended. You'd have to spend a fare bit more on a water cooler to beat, not much point unless going extreme overclock, even then the thermal interface on the cpu is not great anyway

Mine 4770k is running at 30-35 degrees C across all cores when idle (ambient temperature of 22-28), browsing internet, etc..
When I'm gaming and stuff like that at around 70% usage, my temps max out (upper limit) at 55 degrees (same ambient temps), usually they stay between 50-53.
Never once was my temps above 60 degrees, what is still considered very cool.
But I rather owe that to my Phantom 630, rather than to 212 EVO, though it does good joob at spreading the heat.
Though I think for air-cooling, the case have more meaning to get good temps rather than heat-sink.
Just like I said it only spread heat over it's surface and the air-cools it.

With a heat-sink you want as big surface area as possible to spread the heat.
With a case, you want one with good air-flow.

You can use a "z87" chip on a z97 motherboard, and by getting a z97 motherboard, you would be giving yourself more features and future-proofing. And the Hyper 212 EVO is a great cooler, and if you think that the CPU is getting too how, you can simply put a second fan on the heatsink. I would only get water cooling if you want to do extreme overclocking, other than that it isn't really worth it.
