Can't seem to fix error 0xc000007b

Hello everyone, so I have been dealing with this error ever since I did a clean re-install of windows 8.1. I have the latest .NET framework installed as well as previous versions, I have installed OPEN SSL, I have ran registry check/fixes with CCleaner, I have done clean installs of windows multiple times, I tried replacing .dll files in sys32 (although one would not copy due to something about permission). My manually installed windows updates, tried running as admin and my direct X drivers are all up to date. If anyone has any insight on what else I could do to fix this I would greatly appreciate it. I had the same exact version of 8.1 installed not two days ago and everything was working fine, just wanted to clean up a little so I did a clean re-install.

Re-install all MS Visual C++, components, if it doesn't help.
Do a complete CLEAN re-install of Windows, or Refresh option.
Otherwise it's really hard to pin-point the issue.

Try to always make a System Restore Point, before installing any big software or driver.
It really spares hassle, it really does.
