If I may suggest, this build would likely work better. You have enough room to either get a GTX 780 (which would stretch the 1k budget a little), or getting an i5-4690k and a Z97 board for overclocking, along with a cooler.

This FX 6300 will still do fine. Get the cpu cooler so you have overclocking ability if you want.
Don;t get 4GB GTX 770, not worth it really.

Well he wants to be able to max most games now but hes not a huge graphics gaming type person, the 770 is a little over what he needs really. The windows 7 would be coming from me so we don't have to pay for that, so it's not necessary to price and also he wanted to get 1 day shipping so without the cooler he can get it all at about 1000 with next day shipping. But if you really suggest a cooler I could see what he wants to do

Solution
You don't need a 990FXa board unless you are going to use dual GPUs for crossfire / SLI.

Gigabyte GA-970A-UD3P will still give you 8+2 phase power like the 990FXA, and great OC features.

Add in a liquid cooler like the H100i or H110 for ~$100.

I got my FX 6350 + 970A-UD3P + H110 to 4.950 GHz stable with a 24x7 OC of 4.8375. It did 4.5 GHz at BELOW stock voltage, so it was worth it for the FX 6350 in my case. YMMV.
