1920 x 1080 Resolution Cutting off Right and Bottom of display.

I'm using an HDTV as a monitor with my laptop, I have it to only display on the HDTV, though the problem persists when using them as extended monitors. Using an NVIDA GeForce GT 650M. When displaying in 1920x1080 most everything will display just fine, but things are bigger than they should be (I assume as a result of artificially being blown up to a higher resolution and then fitted to the screen). But when I try and play a fullscreen game much of the display is cut off. (Screen shots included) When I tweak the aspect ratio to 1900x1068, the issue fixes itself, but things are smaller than they should be due to the ratio being lowered.

Because this isn't happening on all edges, just the right and bottom, I can only assume that it isn't due to overscan from the television. Also worth noting is that I never had this issue before I reformated my computer and then updated all of my drivers. (I am running on the latest update for NVIDIA)

Is this something that can be fixed with options, or am I likely going to try uninstalling and reinstalling a bunch of drivers.

Have you tried changing the aspect ratio in your Nvidia graphics settings or the aspect ratio on the TV? sometimes changing the TV settings before the nvidia settings will fix your problem
