The PWM fan has a broad RPM range that, on a 4-pin PWM connection, offers a lot of granularity and speed adjustment. Works best on a PWM connection, especially for heatsinks/radiators.

The other is a 3-pin Fan with 2 in-line resistors that let you set it to a few fixed RPM options. No adjustment via BIOS or software. Good to use where you don't have a PWM connection but want more than 1 RPM option for noise/airflow.
