GPU Won't Cool Down

PC SPECS:

GIGABYTE: GTX 660 OC
AMD fx8350 4.0Ghz
10 GB Ram

Idle Temp At Start 30 C
When Playing 90-100 C
After roughly 15-20 min of playing i get 15 FPS
And my Idle temp stays at 80C
Wont go down

GPU fans are working
And i use MSI Afterburner to check, NOT OVERCLOCKED AT ALL


Also, the PC runs good for 20 min, then FPS drops and Heat goes to 80 C and wont budge

That is why, your innards are not getting enough air to cool them down. Get a better case with a lot of ventilation.
I recommend you get a Cool master HAF 912, Its one of the best for cable management and airflow

HP = crap except for their servers

Get a new case with decent air flow and good fans then problem solved.
