Booting problem. Any thoughts?

Hello guys! You've been super good to me in the past when it came to advice, so it won't hurt to ask I suppose!

Anyway, before I go on, i'll make the obligatory system briefing; as a note this build is about six years old, so yeah, it's ancient:

CPU: Intel Core 2 Duo E8400
Motherboard: Some gigabyte one, I;ll try to get the spec later since i'm currently at work.
HDD: 60GB SSD & 400GB Western Digital
Memory: 8GB DDR2
GPU: Nvidia 450GTS
PSU: 650W Antec Earthwatts


Okay! So the problem is that this unit, upon turning it on, won't post; it just cycles on and off, on and off for awhile [2-10 cycles] before actually turning on; at this point the computer works just fine.

What i've done:

Tested the memory: no faults
Tested both hdds: no faults
Stressed the CPU and GPU: no faults
MultiMetere'd the PSU and all the voltages were within range, even at load.

Now, the only 'way' for the system to turn on without cycling is to remove the CMOS battery, at this point, it starts just fine, but that's pretty annoying.

I am completely stumped.

Any input is greatly appreciated.

Hey Entomber!

Unfortunately, that is my only constraint, which is why I used a multimeter. I don't have an extra PSU around, although I know the voltages were good, I do suspect it may be culprit.
