Disk spikes to 100% when opening steam

Ok, so I am running windows 8.1 64 bit and my pc has been running extremely slow for the last two weeks or so. I think I found the problem, my second hard drive is randomly spiking to 100% usage when it is not even in use. Open steam, boom its at 100% (steam is installed on a completely different hard drive) and I believe this problem is bogging my pc down. I tried doing some fixes like disabling superfetcher and windows search but that did nothing. What should I try? I doubt microsoft will do anything for me and this is making me regret buying windows.

In the resource monitor it says "System" is the thing that is sucking up all of my hard drive's usage. I am a bit confused on what to do now. Should I try ending the process? Even though it is labeled as system?

Literally almost nothing. I have oblivion installed on that drive but that is it and that has no connection to my steam account whatsoever. I just did the thing where it wipes your drives and restores your system to factory settings so I have almost nothing on my computer at the moment.
