You need to say what CPU you have, and if it is overclocked.

Case fans are also important, and you should have at least one intake at the front and exhaust at the top (usually).

For a budget, the Cooler Master Hyper 212 Evo is often a good choice.

Finally, don't forget to connect to the motherboard CPU_FAN socket and setup your fan control software to vary the fan speed according to the temperature.

(Use PWM fans for 4-pin CPU fan connections, and Voltage for 3-pin CPU fan connectors.)
