All PC fans stay on after shutdown

Hey guys,

SPECS -
Windows 8.1 64bit OEM
CPU: Intel i5 4670K @ 3.4GHz
GPU: MSI GTX 760 2GB
Motherboard: ASRock Z87 Pro4
PSU: Corsair HX-650 V2 80 PLUS Gold Power Supply


I built a new gaming PC February this year, and I am having issues with all of the fans (Case, CPU and GPU) staying on after the PC is shut down as well as one of the case fans LED's. This issue wasn't there when I initially built it. I'd like to determine whether it's the PSU or the Motherboard before I send a part back.

- I have checked all of the connections from the PSU to the MOBO, as well as the fan connectors into the MOBO.
- I have checked all of the Power settings in Control Panel and everything is the way it should be.
- I have flashed the BIOS to the latest version and restored defaults.. Last night I got desperate and did a fresh install of Windows with no luck either.

At the moment, when I shut down my computer the fans stay on for about 10-15 seconds before shutting off, but when I come back to my computer after a couple hours, the internal fans are all spinning at regular speed and the case fans are trying to spin (they seem to have bursts of power, making a very horrible noise)

Has anyone had this issue before? Was it a defective PSU or MOBO?

Any help is much appreciated!

Didn't work unfortunately. I tried that and also tried leaving the PSU unplugged overnight to drain the capacitors. Thanks for the suggestion!
