Corsair H60 Working Properly?

i just got the Corsair H60 Watercooling system for my i7-4770k and im not sure if its working properly. it is running at 31 degrees Celsius idling, and about 90 under full load. i feel like these temps are really high. i have 2 120mm fans on each side of the radiator and i re-pasted the CPU, and the temps didnt change at all. am i missing something here? PLEASE HELP!!!

CPU - i7-4770k (3.5gz)
GPU - Geforce GTX 650
8gb RAM
BOARD -AsusRock Z87 extreme4

It's the temps at full load that matters and your temps are very high.
You could damage your CPU, if you run it pro-longed at those temps.
Idle temp is good though. But the full load is really bad.

Dismantle the Water Cooler unit from Socket, to do so Shut Down your system and wait some time for it to cool down.

1) Dust: you can blow any dust in the radiator and/or fans with a cheap can of compressed air. Just make sure you keep the fans from spinning under the pressure from the compressed air, in an effort to avoid damaging the bearings in the fans.

2) More likely is Improper applied thermal paste between the cpu and coldplate of the h60.
Check your thermal paste, and clean off the old paste on both Water Cooling Unit and CPU and then apply new thermal paste on CPU, preferably with the Pea method (link: https://www.youtube.com/watch?v=ovFNxZO7Mzg ) then reseat the cooler and see improvements.

3) No improvements, then try double checking if you connected the power and all headers correctly.

If after all that still no improvements, I think you got faulty unit.

Hello, thank you for the help.

I've tried 1 and 2. the radiator is new so there is no dust, and ive cleaned the CPU and used the "pea method" twice now. As for number 3, that H60 is a little different from mine. i only have one 3 pin that plugs into the motherboard. no power cord for the pump, and the tubing is a bit different. but it does work, i can feel the vibrations when i touch it. There are 2 inputs on my motherboard CPU FAN 1 and CPU FAN 2, 1 is a 4 pin, and 2 is a 3 pin, i can fit the 3 pin cord into both 1, and 2. but when it is in 2 the rpms dont show up in the BIOS. but it still feels like its on and the temperatures dont fluctuate at all.

also, i just switched the fans around so they're sucking air in, instead of blowing it out, and that changed nothing. BUT i did run Prime95 again and my max temp was 66 degrees Celsius under full load (100%). But thats at stock 3.5gz and the whole reason i got the H60 was to OC.

Above 60 degrees on stock settings (even at full load) is quite high.
Most people run below 60 degrees, some even below 50s...with h60.
You sure water-block make good contact with the CPU surface? Try to tighten screws down, if not then:
You need to make sure you have full voltage powering the pump and the fan for the radiator.
If you do, then you likely have something incorrect on the installation, otherwise I have no clue, besides maybe you got defect Kit.

How to make it run at full voltage:
Try to plug pump into the CPU fan header and the other two fans in CHA1 and CHA2 on the motherboard.
Turned off the temperature fan control options in my BIOS so all 3 run at full voltage.
