It's the temps at full load that matters and your temps are very high.
You could damage your CPU, if you run it pro-longed at those temps.
Idle temp is good though. But the full load is really bad.
Dismantle the Water Cooler unit from Socket, to do so Shut Down your system and wait some time for it to cool down.
1) Dust: you can blow any dust in the radiator and/or fans with a cheap can of compressed air. Just make sure you keep the fans from spinning under the pressure from the compressed air, in an effort to avoid damaging the bearings in the fans.
2) More likely is Improper applied thermal paste between the cpu and coldplate of the h60.
Check your thermal paste, and clean off the old paste on both Water Cooling Unit and CPU and then apply new thermal paste on CPU, preferably with the Pea method (link:
https://www.youtube.com/watch?v=ovFNxZO7Mzg ) then reseat the cooler and see improvements.
3) No improvements, then try double checking if you connected the power and all headers correctly.

If after all that still no improvements, I think you got faulty unit.
