Cannot Recover ipad Mini

Tried everything, DFU mode etcetera, either get Error Code 9 or 4013., tried turning off Firewall, AV. Debating whether it's worth fixing, what component am I likely to have to replace? Digitiser glass is already cracked across one corner so that will have to be done anyway...

Toss-up between Logic board and flash memory? (if they're separate)

Thought it might be possible that the cracked Digitizer Glass is causing the error (Mainly 9) so stripped it down in order to disconnect the Digitizer from the Logic Board, but same results. Apparently it was taken to a repair shop whilst still under warranty, but any repairs were refused on account of the cracks. It was connected 'to a machine' at the shop and has refused to work since! It's edging ever closer to the bin...
