Can have many problems. Check your system for Worms and Viruses. Make sure your system and drivers is updated. Keep an eye towards any overheating component as overheating gradually decreases your system's performance. What you can do, simply download CPUID HW Monitor at www.cpuid.com/softwares/hwmonitor.html check that any of these components going above 70C. These shou;d help you

I'll try that out. Any specific Virus Program you suggest? I'm thinking the CPU is not good, Might just send it in if nothing resolves. Thank you

One more thing. Check if your power settings are on power saver, if it is, then turn it up to high performance as it would draw more power, but give you more performance. Try any freeware, like avast or avg, malwarebytes anti-malware. these would be good. If you have overclocked the CPU frequently, then it should be the CPU's fault. Or i assume the power supply is good enough to power the system?

I did go into Control panel and went into power options and changed it to Performance. I got about 200 points better. Scanning Viruses now. Thank you for the help

Humm,

Basically if your CPU bottlenecks your GPU, means that it's removing its performance. In this case it usually happens if you have a low end CPU on a high end GPU.

Might also check your PSU,

E.G: R9 280x uses a lot of power, as example MSI one recommends a 750W PSU. So if you lets say a 500W, it will send most of the power to the GPU so it doesn't slow, which will send way lower wattage to the CPU, which leads to it being bottlenecking. WHat PSU do you have again? And what's your GPU?

Edit: I just noticed you have enough of a PSU, by re-reading your first post, to actually happen what I just said above...

I also have 8 Hard Drives powered to it as well.

I did the PSU Calculator and it says that I need a 1200 PSU rather than a 1000W.

Could that explain why when I was benchmarking with Passmark, One of my screens was showing some feint lines?

Thats not accurate but the wattage is way above so it might be the PSU.
If you have a friend with a higher PSU lets say a 1500W, and test it out, so far thats the only thing I can think of...

Test it and run the tests again. Hope you can figure it out. :)
