New gpu fan connect to mobo?

This is the second time my stock gpu fan failed . First time i went to tech guys and they said it was dust in fan and behind gpu card .But after a month same problem . While gaming the fan stop spinning and monitor goes black . the good news is that after i restart the pc screen works everything fine . but bad news is that gpu work and temps are at 60c idle . So my question is , can i buy new fan and connect this fan to mobo 3pin and not on gpu 3pin?Or gpu wont work if 3pin on gpu is not connected ?
CARD IS GTS450 .

I just want to put a bigger fan to gts 450 and dont wont to load gpu with lot of watt . i want mobo handle the fan . It wont be a test . it will be permanent .

What card is it? you really dont like to read a lot .Gts 450 . Buying new one? i am not hard core gamer . i play most of the games medium to high . Bf3 easy at high . bf4 medium . This card its good .
