Whats this green shield with a white T slowing down my internet and claims updates are available?

I never noticed this thing until two months ago, and it just pops up everyday or so, I've updated everything already using 360 so my computer shouldn't be begging for more updates. I can't find any program linked to this in my Programs and Features either. What is this? Can and should I remove this? How come nobody on the entire internet has ever mentioned this symbol?
Sorry if this is the wrong place to post this question, I just saw a similar question on the site about a yellow shield with a "!" so I figured maybe it's related?

I think I've seen this before, but they didn't describe it with the T and it's not posing as an antivirus(I think these may be different things), it says I have programs in need of updates (programs I do indeed have). Thanks still though :) maybe that MalwareBytes is a good program to download. But the strange thing is whenever it does pop up in the taskbar, it just slows down my internet...a lot. When I click on it I'm not redirected or anything. I would allow it to update stuff so maybe I can get a hint of it's name, but I feel that'd be reckless to let this thing to proceed with anything. I keep my windows task manager open all the time just so I can End Process of this thing everytime it pops up. I will get back to you when I see exactly what it says in "task" but it's something just like "Software updates found". I think the programs I've downloaded around the same time I started seeing this is Secunia PSI and 360 a (trusted)Chinese Anti-virus(actually really effective).
