PC not booting up

PC is generally working fine. But randomly when I reboot nothing will happen. Monitor remains blank, HDD does not access as if booting. I turn PC off via power button then back on again. Normally it turns on fine saying over clock fail stuff go in bios. I have tried without overclock, problem still occurs. I don't seem to have this problem booting up from a shut down computer. I have tried swapping around the GPUs around. I have suspicions but would like some advice of more knowledgeable people.

Solution
Try clearing the CMOS (bios) completely. I suspect you have a dual bios board and though your are changing the settings it may not be on the "correct" bios.

IF you can clear them and start from scratch you may remove the unwanted settings properly.
