How to format an HDD via cmd?

I can indeed use Google, so I have already seen this thread. Problem is , many other threads dont mention anything about repartitioning etc. They just say : Write "Format x: /y " on cmd.
Why is that?
Are the rest of the steps needed if you are not installing Windows on the HDD?
