Hello These are my current specs:

CPU: i5-4670k (haven't OC'd yet but gonna put it at 4.2 at 1.21v)
GPU: Thats what the question is about
Mobo: ASRock z97 Exreme4
Case: Antec Nine Hundred
PSU: Coolermaster xTreme Power 500w
OS: WIn 7 Home (64-bit)
Displays: 32" TV at 720p and 24" Monitor at 1920x1080

So my question is would the r9-270x be enough to play games at 1080p on ultra with at least 30FPS and be able to power the TV (I dont use it for gaming just for facebook and youtube etc.)? if so what manufacture makes the best card for under 250

The R9 270 would be about the highest i would gamble with on that power supply. And i wouldn't recommend overclocking with it, as it's not very good quality, you may find your performance dips if it's pushed close to it's full capabilities.

Tier five - Replace immediately. These units are NOT recommended for any system, no matter the purpose. Reference to higher tiered models for a better and potentially money-saving unit

Recommendation
R9 280 : http://pcpartpicker.com/parts/video-card/#sort=a8&qq=1&...
XFX 550W : http://pcpartpicker.com/part/xfx-power-supply-p1550sxxb...

What does this mean? Does it mean it is gonna hurt my system or it just might die on me faster than it should

A bit of both possibly. Because it's lower quality the capacitors in it wont handle sustained heat too well, so yes, when you overclock the power draw/heat goes up putting more strain on it, along with the new GPU that requires more power.

It may work for the short term, and if it fails it may take components with it in the worst case scenario. For the long term you'll something better, like the XFX 550W.

IMO it's a risk/gamble to use it for these quality parts you have.
