Taking the case off my Computer

Is it bad to take the case off of my computer? I had a really loud case fan that I cleaned out and still it would buzz really loud, I took the case off then removed the LED Fan and the computer is a LOT quieter. It's also a bit cooler with the side of the case removed. The CPU fan makes a weird sound, it's quiet but a little annoying. It's like a really quiet buzz, it sometimes does it or doesn't, how do I go about fixing this? I removed the case and didn't have any compressed air (I hadn't removed any dust from the CPU fan in 2 years) so I just blew out a lot of dust and coughed a lot from that...

Also, I cannot put my CPU at the default 3.6GHz Clock speed or else it over-heats, I had to under-clock it to 2700MHz to keep it at a nice Temperature, it idles at about 45 - 50 Degrees Celsius. Without the side case it goes as low as 40 degrees Celsius sometimes. What has caused the CPU to over-heat? It never did before and it just degraded over time I guess for no reason.

Another thing, I removed the Heat-sink to clean it and didn't put any thermal paste back on, the Internet says I have to but nothing bad seems to be happening. Upon further inspection it seems my PSU is making a loud buzzing noise too, how can I stop it? It's really annoying me now... It doesn't do it until after a while of the computer been on.

Edit: I looked at the PSU and the fan is barely moving, is this normal? I couldn't tell you exactly how fast it's going, but I got concerned and put the extra fan underneath the PSU to act as its fan. Since I've done this the buzzing has calmed down.

Sounds like some of your fans are dying. First step is to put some thermal paste on the CPU cooler, it would reduce the temperature quite a bit and probably fix the overheating of the CPU.
You should also try cleaning the rest of the computer. Having it running without side panel shouldn't be a problem although the electronics will be more vulnerable.

How old is the computer? Had seen the same thing with noisy fans that ended up dying after a fairly short time. But then again, these computers where 9 year old company systems.

There was already Thermal paste on when it overheated, the CPU was burnt out once and I got a replacement.

Btw, I got the computer August 2012.

It needs thermal paste it wont even read temps right without it i bet its actually way hotter than its telling you i wouldn't even turn it on again without thermal paste.

My computer is running fine though, the hard drive is a bit messed up, I had to format it since it kept hanging all the damn time, system restore did nothing... It also clicks on rare occasions... Which is a bad sign. Yeah, I already have data backed up.

That cpu will be very dead very soon if you dont put thermal paste on it there is a reason everyone does.
 
1. You need thermal paste. NOW
2. You need a new CPU fan. Yours is dying - the bearings are shot and starting to make noise.
If it was me, I'd get a whole new cooler which would not only fix the fan issue, but would be much more efficient and allow you to go back to default clock speeds, and overclock as well.

The computer is running fine now... If I see anything mess up I'll buy a new cooling system and probably a new PSU.

Also, I just caught my finger in the CPU fan while moving another fan, now it's bleeding badly and under the nail is a weird colour....

Oh well.
