I have recently cleaned and re applied thermal compound to my H60 cooler and my loads on prime 95 on load are high 70's?

I'm sure that's not normal and on idle they are ranging from high 20's to 38ish

I'm running a i5 3570k at stock clocks

That's not bad for an i5. Intel has a higher core temp threshold. Throttling max is usually in the 90-95c range.

Keeping it below 80c or so under stress testing is OK.

Bear in mind, the H60 is a midrange liquid cooler, not much better than some good air coolers.

that's normal, it's not like the h60 is super high end. Stuff started to get hot quickly starting with ivy bridge and then haswell is infamous for getting hot quickly
