Stuttering/Freezing when download usage is high. Details inside

I've been getting 'random' sound, mouse, system glitches. Very similar to the few seconds before a common blue screen crash. Everything starts freezing up, mouse jitters around the place, with music/sound/everything.

I've determined that this related to when my download usage is over 1mb/s.
I found this as it only happened randomly, unless i was on bittorrent, where i could control it. If i set to unlimited (on a good download) the freezing would start. If i set lower,it would stop. I've found that if i keep it at 1mb on bittorrent, it stays stable, but as soon as i load web pages (or any network using program) it will start freezing again, until the page has loaded.
This also cancels out the possibility that it is ONLY bittorrent doing this. This, and the fact that if i load enough on my browser at the same time (with bit torrent off) it happens still.

I've tried updating my network adapter, but alas, there is no new update. There is also, no rollback driver set on Device manager.

My possible answers for this problem are these:
1) My network adapter or driver is broken/faulty
2) My HDD is broken/faulty (due to the high download, would also push high write speeds yes?)

What are your thoughts?

AMD Phenom II X4 965 ~3.4GHz
8GB DDR3 Ram
AMD Radeon HD6700 Series (HD6790)
Network Adapter: Realtek PCIe GBE Family controller
Connected via Ethernet

CCleaner clean
Reg defrag
HDD defrag
TuneUp clean
Turning off firewalls (windows, avira, zonealarm)

What is the bandwidth of you ISP connection? It seems like you're just maxing out the download limit.

I get around 30mb/s download on speedtest, so 1mb/s is miles off.

Your possible answers would be my possible answers. Most modems come with a USB connection as well as Ethernet, try plugging in the pc to the usb. It should hopefully auto configure, you may need to restart your modem... but at least you can rule out the NIC as being the issue.
