Dvd drives not detected in bios!

I'm dealing with a series of problems....please please help me !!
2 weeks before my pc was working ok...then I replaced my IDE hard disk (due to s.m.a.r.t error as told by the technician)...then I connected sata 160gb directly.....when inserted windows cd ..i couldn't install it ..then I checked the bios setting...there I found my dvd drive undetected . so I checked all the connections to dvd drive..it was perfect(it was connected as slave through ide cable).so I arranged a new dvd drive and connected as master.(without removing the other one)..still the result was same..both the drives were shown undetected in bios settings....then I gave harddisk to technician ..and he installed windows 7 in it....but unfortunately I am getting an error message
"WINDOWS ERROR RECOVERY
WINDOWS FAILED TO START.A RECENT HARDWARE OR SOFTWARE CHANGE MIGHT BE THE CAUSE.....
1. Launch startup repair
2. Start windows normally
"
I went with start up repair....but again no use..(i can access comand prompt..can I find a solution using comand prompt?)

So here i'm in a helpless situation ,how can I make my dvd drives accessable...?
(in both the dvd drives jumpers are in cable select mode)
Please help me...experts...
