Can a faulty router bottleneck internet speeds even on ethernet?

I purchased the asus rt-n56u a few months ago, and it was working exceptionally, often giving me speeds slightly beyond what was advertised, wired, and wireless. However, I happened to do a speed test a couple days ago, and noticed that my upload speed was cut in half to 3. I redid the test multiple times over the past few days on both wireless, and wired, to confirm it was consistent, and checked to make sure I was still being advertised 5mbps. Now what I'm wondering is whether my router has potentially gone faulty (keep in mind my download speeds are relatively the same), or if my provider has somehow put a cap on the upload...

It's more than likely your provider. I'm using the same router (have had it since November), and I still get my (above) advertised speeds, and ~10 Mbps upload. Call them and ask to see what's the issue, or if anything is going on.
