Extreme CPU fan speed at safe temperature please help ! : (

Hey guys am having a problem with my CPU or a CPU/Fan.
You see the problem is that my Cpu's fan reaches ridiculous speeds 5500/6000RPM
while gaming this have never happened to me before its only started happening for past week. I tried cleaning the heatsink and the fan and even applied thresh thermal paste MX4 but no changes have been made to this issue. The fan is reaching such speed even when the CPU is at a safe temperature 60 degrees Celsius please help i am thinking of buying a new heatsink and a fan but i want to know before that happens is it the fans fault or something else
btw the fan is a stock AMD fan that was already there when i brought the fx 8320 motherboard bundle

60c is max safe temp for long term use. So max fan speed is not surprising on the stock cooler.

Best option is to consider an aftermarket cooler.

60 !?
I have been told by IT spec that for fx 8320 anything below 75 degrees is safe
if hes wrong in that case i will be buying the Cooler master EVO next week
