Weird FPS issue , low preformance with radeon hd 6970

Hello,

My Build is :
ASrock G41M-VS3
Intel Core 2 Quad Q8400 OC'ed at 2.9 Ghz
Ram 4GB DDR3 1600mhz
Gfx: Gigabyte Radeon HD 6970 2GB GDDR5
PSU: Coolmax 500W
HDD: WD 250GB 5400 RPM <--Its failing

Monitor Resolution : 1366x768


okay so my case is i heared i should be able to play all games on ultra with that card specially with my resolution,i cant play watch dogs at high,

My Benchmarks on certain games
Max Payne 3:
Min:35
Max:49

Bioshock Infinite:
Min :45
Max:70
Everything on Ultra with alternate on

Battlefield bad company 2:
Min:45
Max:60

Final Fantasy A Realm Reborn:

Max:35-45

Watch Dogs:
Ultra

it has sharp fps drops and i dont think its the graphics card

Also Im having around 300$ to upgrade my system what should i upgrade to benefit the most,i recently purchased the 6970 from a friend thus not welling to change it anytime soon within this year

What can i upgrade to get noticable gains in fps on watch dogs and in general i heared this graphics card is overkill on this resolution

i5 3570k, new motherboard, new ram, and a new video card. At least a R9 280/GTX760 for the video card, if you want high settings in watch dogs. So that's $200 gone already just for the video card. Then your looking at roughly another $400 for the other components. $600 total.

If you don't want to overclock, you may be able to shave $100 off that by buying a cheaper CPU model and motherboard. With these upgrades you may also need a new PSU. Coolmax aren't really known to be a good quality brand for PSUs. Look to a Seasonic/Corsair/XFX/Antec for a quality unit.
Well watch dogs loves a strong cpu, and video card to play at high settings and up so you would probably need more than a $300 budget. Sorry to be the bearer of bad news. I guess you can try lower in game settings until you get more desirable performance, or you can start reseaching overclocking for you CPU and video card.
