R9 270 driver problems

So I am having problems with getting drivers for my Sapphire r9 270, I am using Windows Vista 32-bit and AMD Catalyst says it has downloaded all drivers. But, I know the drivers aren't updated because the r9 270 is still appearing as a Standard VGA Graphics Adapter in device manager and games will not run because of no directX, openGL, etc.

maybe install C++ frameworks by themselves ?,you could try a format or a clean installation of windows! there are many options you can take when your drivers dont work,did you clean drivers from past gpu ? http://www.guru3d.com/content_page/guru3d_driver_sweeper.html

I tried the Catalyst installer again by uninstalling it and then re-installing it, but it now gets stuck on c++ 2012 installer. It would do this when I had it so I tried uninstalling c++ 2012 and doing the Catalyst Installer again, but it still gets stuck at c++ 2012 download.
