Why is my gpu usage so low in Battlefield 4 even with directx 11 ?

I was playing a 45 player match in shangai and I opened MSI Afterburner because I would very from 25fps-80fps and I have a very good rig at least I think I do in my opinion was wondering it it was a possible cpu bottleneck but I think its just the game. it only uses 60-70% of my gpu. and about 55-70% cpu.

MY PC
cpu:fx-8350
GPU: R9 280x Asus DCU2 TOP
RAM: 16GBs Corsair vengeance 1600mhz
CPU cooler: H60 push-pull hottest while playing bf4 for an hour 47C
Case NZXT Phantom (Original)
HDD For game:segate 7200 rpm internal perfed to use SSD
MOBO: ASUS Sabertooth 990FX R2.0 AM3+ (newest BIOS)
PSU: Corsair AX 850W (Gold certified)
SSDS: Samsung 830 (OS) 840 EVO
A 2TB green drive external

Tell me what you think my problem might be.

Not only that, but BF4 doesn't use PhysX.

The likelihood is it is a CPU bottleneck. If the GPU usage is low, there is a bottleneck elsewhere that is holding back its performance.

The computer may using your CPU as the Physix.

Go into the Nvidia Control Panel and set the Physix to your GPU.

Update your GPU's driver. Update all of your MOB's drivers.
Update Windows. If it has it, update the game.

lol I do not have a Nvidia card it is a AMD ASUS R9-280x DCU2 TOP
