GTX 660 always clocked up (Win 8)

Alright, it wasn't always like this, but my GTX 660 is constantly at clocks it uses while gaming. I've checked GPU-Z and it shows 0% load while this is happening. Because of this, it's idling around 45-50C instead of the 34C it was a while back. If I recall, I had this problem before and it was remedied when I reinstalled Win8 one day. When I turn on my computer, it sits at ~700MHz, then after a few seconds jumps straight up to 1045 and stays there, this happens regardless if Chrome is open or whatever. Any ideas?

I would un install the drivers , run driver sweeper then re install the latest drivers for W8.

Just did that and it did appear to work, I'll have to keep an eye on it because if I recall, I tried that last time too, and it just did the same thing upon restart!

There is most likely a glitch in the driver that will be remedied with the next one. W8 is believe it or not still slightly buggy. The best word to describe it may be 'Unfinished'.
