No it'll do just fine. I can play Battlefield 4 on High-Ultra presets. I honestly doubt that GTAV will be more graphics demanding than the Frostbite Engine.
On this website it even says that the recommended GPU for Ultra preset is the 6970. And the R9 270 is faster than the 6970.

It's not that, it's the VRAM, Watch Dgos needs 3 for ultra, and GTA has a much bigger map with a much denser environment, sure it may do at low/medium, but no chancew will it get high/ultra at any playable frame rate.
As for those specifications, the official ones aren't even out yet, they are just predictions..

http://pcpartpicker.com/user/NewCarSmell/saved/MjL48d take parts you dont need to lower your cost also i have a intel build for all around better performance, If your going amd get a cpu cooler so you can overclock or at least so you dont have to listen to that loud stock cooler. Intel works good with 1886 -2400 2133 is optimum higher and its unstable. You can add some extra ram for quad channel memory but 8gb is very good 16gbs is overkill. http://pcpartpicker.com/p/HdVQf7
