"Graphics card has stopped responding and recovered" After 2 Clean wipes and different drivers

Since Watch dogs came out, I have had always at least one problem with my graphics card. When I fix the problem another comes up and I am now stuck. I have the latest driver installed, no overclocking and my registry has been cleaned and after 1 failed clean wipe I still had issues so decided to format my harddrive and then do a clean wipe and reinstall Windows. I have just finished installing everything again like steam and my driver and a few games and I went on my game and straight away after a few seconds of gameplay my screen freezes with the sound still playing and then it continues again and continues to keep doing it so I still have an issue i've been having problems with my pc for nearly 2 weeks now someone please help me!
My specs:
intel core i3-2120 CPU @3.30GHz
8GB Ram
Radeon 7700 series

This happens when there is excessive ripple not getting filtered properly by the PSU. You could try raising the GPU voltage in MSI Afterburner, but it will make the card run hotter. Better to just get a new quality PSU.

Is msi Afterburner a program I need to download and what PSU do you recommend?

uninstall graphics drivers. turn off auto driver updates/shut down window updates...... ( i assume after reformat you went there and got all the goodies???? )

shut down and reboot. let windows find card. reinstall graphics driver but do an advance/custom install........ only install the graphics driver. nothing else............... also, did you try not running with mantle?
